Ready to hold NEET this year: Govt to SC Proposed exam schedule to be submitted to court today


New Delhi, April 27
The government today told the Supreme Court that it was ready to hold the National Eligibility-cum-Entrance Test (NEET) for undergraduate medical and dental admissions this year and would come back to it with the new optional exam and admission schedule tomorrow. Counsels for the Health Ministry, the CBSE and the MCI, told this to a special SC Bench led by Justice Anil R Dave, which took up for hearing a writ petition seeking urgent directions on the matter. The petition filed by Sankalp Charitable Trust sought the NEET-UG to be held this year and asked the court for an urgent hearing, saying a direction was needed as the All India Pre-Medical Test, to be conducted by the CBSE, is scheduled to be held this Sunday (May 1) and students are confused. On the request of the CBSE to come back with proposed schedule of the examination, the court adjourned the matter until tomorrow noon. The court said, "Respondents have assured this court that they are ready and willing to hold the NEET for the academic year 2016-17. As the counsel representing the CBSE would like to take necessary instructions, hearing is adjourned for tomorrow. The proposed schedule for the examination will be submitted to the court tomorrow.” The court has asked the MCI, the CBSE and the Health Ministry to jointly plan a schedule for the NEET-UG this year. As per the law, MBBS and BDS admissions must conclude by September 30 every year. Sources in the Health Ministry said they would ask the court to allow them to go ahead with the AIPMT on May 1 and treat it as the first phase of the NEET-UG and conduct the second phase (the NEET) in July for the students who had not applied for the AIPMT. If the apex court did not agree, they would follow its verdict.

AIPMT Entrance Exam

About AIPMT
The most important MBBS Entrance exam in India This entrance test is conducted by CBSE (Central Board for Secondary Education) for the 15% merit positions in the Medical/Dental Colleges of India as specified in the directives of the Supreme Court and will be governed by the rules and regulations specified for the same by the Ministry of Health and Family Welfare, Government of India from time to time.
There are also State Governments / Universities / Institutions voluntarily participating in the All India Pre-Medical / Pre-Dental Entrance Test – 2015 for using its merit list for admission in the Medical Colleges / Dental Colleges against seats under their control.
Participating State Governments / Universities / Institutions
The states of Haryana, Himachal Pradesh, Madhya Pradesh, Manipur, Meghalaya*, Odisha, Rajasthan, UT of Chandigarh, University of Delhi, Armed Forces Medical College, Banaras Hindu University and Hamdard University, New Delhi have decided to voluntarily use the merit-list of AIPMT 2016 for admission in the Medical / Dental Colleges for seats under their control.

AIPMT MBBS Entrance Examination Pattern
One Paper containing 180 Objective type questions (four options with single correct answer) from Physics, Chemistry & Biology (Zoology & Botany).

Candidate has option to give exam either in English or Hindi. Also, 1 mark will be reduced for each wrong answer and he/she will be rewarded 4 marks for each correct answer.

AIPMT Eligibility Criteria
(a) Candidate should have completed 17 years of age as on 31st December of the year of his/her admission.
(b) Upper age limit is 25 years for general candidates. (30 years in case of OBC/SC/ST).
Exceptions
Candidates from Andhra Pradesh, Jammu & Kashmir and Telangana are not eligible for All India 15% quota seats as these States have opted out from the scheme since its inception.
Candidates from these states are eligible provided they can prove they are not eligible for admission in their states and are not domiciled in Andhra Pradesh or Jammu & Kashmir or Telangana.
However, these candidates can appear in AIPMT for admission to Armed Forces Medical college (AFMC), Pune.
Reservation of Seats
Reservation of Seats in Government Medical Colleges under 15% All India quota:
– 15% seats are reserved for SC (Scheduled Caste) candidates.
– 7.5% of the seats are reserved for ST (Schedule Tribe) candidates.
– 27% seats are reserved for non-creamy layer OBC candidates.

From the coming academic session, the vacant MBBS/BDS seats under the 15% all-India quota in Punjab medical colleges will not be filled on the basis of the state quota merit as the Punjab government will re-advertise them after the third counselling concludes and fill them on the basis of the All India Pre Medical Test (AIPMT)-2016 merit.
Till now, the state used to fill the vacant medical seats under the national quota by its own selection process.
In 2015, Baba Farid University of Health Sciences, Faridkot, filled 17 MBBS and 13 BDS vacant seats under the national quota--surrendered to Punjab on September 17 by the director general of health services--through its state quota. On October 1, the Supreme Court banned the practice of filling vacant national quota seats through the state quota merit and the Medical Council of India asked all states to comply with the orders. These seats, however, could not be reversed since the apex court’s September 30 admission deadline was over and there was status quo on the admission process.
To avoid any legal complications this year, the university, in its prospectus for the 2016-17 session, has clearly mentioned that it will re-advertise all-India quota seats, if surrendered by the director general of health services to the state after the end of third counselling in September, and fill them through the AIPMT-2016 merit.
it is good that the state government had clarified its stand in advance so that meritorious students of AIPMT could rightly claim the vacant seats unlike last year when these were filled through the PMET merit. The whole purpose of conducting AIPMT is defeated if eligible all-India students are denied admission on the seats reserved for them
Last year over 90 such seats were shifted after they went vacant after the normal selection process.
According to the tentative list released by the university for the next session, only 670 MBBS seats have been confirmed so far. These are 150 seats each in Patiala and Amritsar government medical colleges, 150 in Sri Guru Ram Das Institute of Medical Sciences and Research, Amritsar, 70 in Dayanand Medical College, Ludhiana, 100 in Gian Sagar Medical College, Banur, and 50 seats in Government Medical College, Faridkot.


It is to be seen whether the Patiala and Faridkot colleges get an increase of 50 seats each.
Besides, no permission for admission has been granted to 100 seats of Chintpurni Medical College, Pathankot. Medical education secretary Hussan Lal said the college would be included in the admission process in case the MCI allowed permission before the first admission counselling in June.

The Supreme Court today agreed to hear a review petition challenging the striking down of the national eligibility entrance test (NEET), virtually paving the way for its implementation for admission into MBBS, BDS and MD courses.

Setting aside its 2013 order scrapping the NEET after it was challenged by the Medical Council of India (MCI), the apex court admitted the review petition and said it will hear the case again on the validity of the common entrance test.

The NEET was introduced by the Medical Council of India in 2012, but private medical colleges challenged it and obtained a Supreme Court ruling that it was not a must for them.

Allowing the plea for the review of its July 18, 2013, order, the apex court constitution bench -- comprising Justices Anil R Dave, AK Sikri, RK Agrawal, Adarsh Kumar Goel and R Banumathi -- recalled the order that exempted the private medical college from admitting students in medical courses through NEET.

Recalling the order, the constitution bench directed fresh hearing of the matter. The order will affect over 600 private medical colleges in the country.

New Delhi: The Supreme Court on Monday paved the way for implementation of National Eligibility cum Entrance Test (NEET) for admissions to MBBS, BDS and post-graduate courses in all medical colleges, while also setting aside its earlier order.

The apex court passed its order after hearing a review petition filed by Centre and the Medical Council of India (MCI) seeking review of its judgement scrapping the NEET.

About Bihar Combined Entrance Competitive Examination (BCECE)
Bihar Combined Entrance Competitive Examination Board (BCECEB) is constituted under Bihar Combined Entrance Competitive Examination Act 1995. This is a pen and paper exam conducted in 2 stages: 1st stage paper is of 200 questions from Physics, Chemistry & Biology. Examination duration is 2.15 hours.2nd stage paper 100 questions from each subject in Physics, Chemistry & Biology. Exam duration is 1.30 hours.
For every correct answer, 4 marks are awarded and 1 mark deducted for every wrong answer.
The Exam is Multiple question type with 4 options from which the candidate has to choose the correct answer.
Bihar Combined MBBS Exam Eligibility Criteria
(a) Candidate should have completed 17 years of age as on 31st December of the year of his/her admission.(b) Candidate must have scored minimum 50% in Physics, Chemistry, Biology & English (General & OBC Category).
For SC/ST & OPH minimum 40% is required for eligibility.

UPCMET MBBS Entrance Examination Pattern
Written Entrance Exam is conducted. There are 2 papers conducted on the same day (after a gap of 30 minutes) and the students are not allowed to leave the examination hall.
Paper 1 – Section A 50 questions each from Physics & Chemistry.
Section B – questions each from Zoology & Botany.


Paper 2 – General English (qualifying paper) carrying 50 questions.
Duration of Paper 1 is 2.30 hours and for 2nd paper is 30 minutes.
There is negative marking. 1/4th mark is cut for every wrong answer.
UPCMET MBBS Entrance Exam Eligibility Criteria (a) Candidate should have completed 17 years of age as on 31st December of the year of his/her admission.

Five-minute tech tips that will change your life


1. Turn your devices off while charging
Battery charging Battery charging You no doubt find yourself charging up your smartphone and laptop in a rush a lot of the time if you're just heading out of the door or trying to get an important essay finished, and there's a simple way to speed up the process: switch off your device.
If your phone or laptop doesn't have to power the screen, check for updates or respond to commands from you while it's charging, the battery levels will rise much quicker. It does mean you won't be able to check Facebook for 15 minutes or so, but it's worth it.
2. Sign up for IFTTT
If you haven't heard of IFTTT (If This Then That) yet, sign up for a free account immediately - it actually takes less than five minutes. The service plugs together a whole range of apps, services and platforms so you can combine them in clever ways.
Update your Twitter and Facebook profile pictures at the same time; save all your Instagram likes to Dropbox; pipe your Jawbone running statistics into a Google Drive spreadsheet; get a text alert if it's going to snow tomorrow; and much more.
3. Run a factory reset or clean install to fix problems
Factory reset 
You're going to come across computer, smartphone or tablet problems sooner or later, and running a factory reset is the easiest way to blitz them all in one go - just search for the instructions for your particular device (it might take slightly longer than five minutes).
The process clears out corrupted data, washes away (most) viruses, resets badly behaving apps and restores the performance of your devices back to their original state. Just make sure you've got all of your apps, data and important files backed up before you start.


4. Learn some keyboard shortcuts
No matter what your most-used apps are, keyboard shortcuts can help you complete tasks in record time: hunt around on the web for the shortcuts available in the programs you use everyday and you'll soon be flying around these interfaces like a seasoned expert.
Some shortcuts transcend apps and platforms: Ctrl+C (or Cmd+C) usually copies, Ctrl+F (or Cmd+F) usually finds something and the spacebar will often start and stop media playback (it works for videos on the web too). See what else you can find to make your life easier.


5. Recycle your old gadgets

Don't toss out your old gadgets as soon as you're done with them, because they can still prove useful. Even an ageing, slow tablet can function as an ereader with the right app, while an unneeded smartphone can be used to set up a home monitoring system.
An old laptop can become a media server, streaming content around your house, and whenever you upgrade your router, the existing one could be reconfigured as a repeater (admittedly some of these may take more than five minutes, but you get the idea).


6. Back up everything
Setting up a backup system doesn't take as long as you might think and can save your digital life if something goes wrong with your gadgets. How you choose to do it is up to you (there are plenty of options available) but just make sure you do something.
You could plug in an external hard drive and copy over key files (30 seconds of your time), sign up for the 1TB Dropbox plan and keep everything in there (1-2 minutes) or subscribe to an all-inclusive service like Crashplan (1-2 minutes) to upload all your files to the cloud.

जब पनामा पेपर्स का ब्योरा सामने आएगा तो कांग्रेस जश्न नहीं मना पाएगी: जेटली

 ‘पनामा पेपर्स’ लीक मामले में कई एजेंसियों की जांच जारी होने के बीच वित्त मंत्री अरुण जेटली ने रविवार को कहा कि जब इस मामले का ब्योरा सामने आएगा तो कांग्रेस के पास इसका जश्न मनाने के बहुत कारण नहीं रहेंगे। पनामा पेपर्स में कथित तौर पर भारतीयों के विदेशी कर पनाहगाहों में निवेश की बात सामने आई है।
उन्होंने यह भी कहा कि ‘बेहद निष्पक्ष तरीके से’ जांच चल रही है और कांग्रेस और आम आदमी पार्टी (आप) की मांगों को खारिज कर दिया कि उन्हें खुद को मामले से अलग कर लेना चाहिए।

लीक दस्तावेजों में नामित एक व्यक्ति का करीबी होने के आधार पर खुद को मामले से अलग कर लेने की विपक्ष की मांग से जुड़े एक सवाल के जवाब में जेटली ने कहा, ‘मुझे उनकी दलील समझ में नहीं आई।’ वह यहां प्रेस क्लब में प्रदेश भाजपा द्वारा आयोजित मीडिया संवाद में संवाददाताओं से बातचीत कर रहे थे।
जांच की निष्पक्षता से जुड़े सवाल पर केंद्रीय मंत्री ने कहा, ‘यह बेहद निष्पक्ष है और कई एजेंसियां जांच कर रही हैं। जब विवरण सामने आएंगे तो कांग्रेस के पास जश्न मनाने का कारण नहीं बचेगा।’ कांग्रेस और आप ने जेटली पर पनामा पेपर्स मुद्दे पर निशाना साधा है और विदेशी कर पनाहगाह में कुछ भारतीयों के कंपनी बनाने के आरोपों की न्यायिक जांच की मांग की है। उन्होंने जेटली को मामले से अलग कर लेने की मांग की है क्योंकि उसके बगैर निष्पक्ष जांच संभव नहीं है, क्योंकि जेटली इस दस्तावेज में नामित एक व्यक्ति के करीब हैं।
